A guest editors’ introduction in IEEE Computer magazine’s June 2008 issue, by Kentaro Toyama of Microsoft Research India and M. Bernardine Dias of Carnegie Mellon University, framing the emerging field of information and communication technologies for development (ICTD or ICT4D). Against a backdrop of 1.2 billion internet users and a separate 1.2 billion people surviving on less than a dollar a day, the piece traces the field’s roots in post-WWII international development efforts and describes ICT4D as a genuinely multidisciplinary, global undertaking spanning governments, academia, corporations, NGOs and researchers across anthropology, economics, design and computer science.
