Report

An academic paper for Communications of the ACM by Michael L. Best and colleagues at Georgia Institute of Technology examining post-conflict communications in Liberia, a country of roughly 3.3 million people rebuilding after more than 25 years of civil conflict that killed around 250,000 people and displaced a third of the population. The paper looks at how Liberia’s telecommunications sector was being rebuilt under President Ellen Johnson-Sirleaf, Africa’s first elected female head of state, following the 2003 departure of Charles Taylor and the establishment of a UN-backed transitional government.
