South Korean wireless operator KTF began offering TOEIC and essay-exam study content over mobile phones in January 2007, in partnership with online English education site Hackers, giving job seekers and high school students a convenient way to prepare for Korea’s widely-taken English proficiency test and the essay exams used by many top universities. TOEIC content cost 3,500 won a month and essay-exam video content 4,000 won, with mobile internet access included free of charge, while KTF also offered cheaper English and Korean study programmes for children in a separate partnership with SayHiKids, positioning the service as a way to put more educational content on handsets.
