The Enabling Environment for Mobile Banking in Africa

Report

A study by David Porteous for the UK’s Department for International Development (DFID), published in May 2006, on the conditions needed for mobile banking to reach people without bank accounts in Africa. Drawing on pilots in Kenya and South Africa, it compares bank-led, joint-venture and telco-led models and reviews how regulators in the European Union, United States, South Africa and the Philippines have approached them. Running to about 57 pages, the report is an early, policy-focused look at how rules on banking, payments and telecoms shape whether such services can grow.
