In an attempt to reduce the amount of paperwork involved in applying for civil documents with different administrative organizations, South Koreans can use mobile-phones to get copies of civil documents, including residence registry and property registration certificates. The Ministry of Government Administration and Home Affairs in turn uses SMS to send messages regarding civil affairs and announcements to mobile-phone users.
