A report on discussions from the 2009 CTA Observatory on Information and Communication Technologies, examining mobile phones’ central role in e-agriculture and ICT4D as a catalyst for social inclusion, small business market access and mobile banking, while used across health, governance, agriculture and fisheries sectors. The report cautions against focusing too narrowly on mobile phones and SMS, which have real technical limitations, at the expense of the broader ICT ecosystem and prior lessons learned about technology’s role in rural development, and reviews sustainable e-service examples along with the policy and strategy implications for content providers and intermediaries.
