Wrong model. Wrong place.

If conventional wisdom were anything to go by, this is what might typically happen to a social entrepreneur with an idea:

Said entrepreneur comes up with an idea. Entrepreneur puts together a sample budget and an early-stage business model. Funding is sought for a pilot or prototype. Said pilot runs and impact/results are measured. If the signs are good, entrepreneur goes back to his or her donor, seeks increased funding, then scales. Said project becomes financially sustainable (or not) during the new funding period. Based on proven impact, sustainability and/or long term investor interest, said project either remains and grows or joins others in the giant “failed business ideas” graveyard in the sky.

Although this approach may be fine in the wider world of social entrepreneurship, it begins to struggle whenever there’s a strong ICT4D component, or where the individuals with the ideas aren’t social entrepreneurs at all but technologists or development workers out in the field. Despite making little sense applying the same model to both scenarios, this is precisely what often happens. Welcome to the world of “one size fits all”.

The realities of innovation in ICT4D are often very different to those elsewhere. For a start, the best ideas are not necessarily seeded in a lab, or a business school, or the global headquarters of a large international company. Workers on the front lines of conservation, human rights, disaster response or agricultural development often have to adapt and innovate based on the realities of their experiences in the field. Ideas that end up “sticking” don’t benefit from the process and order of the conventional “social entrepreneurship” approach. Business models and impact metrics all come a distant second to developing an appropriate solution to a very real problem, whatever and wherever that may be.

In reality, this may be a more sensible way of going about things. Only people who show initiative – and ideas which show promise – rise to the surface, and only then do others put time and money into figuring out how to best build on them. But as if there weren’t enough to do, inflicting foreign entrepreneurship models on a technology innovation which is at best a bad fit simply adds to the confusion. It’s time we recognised that adopting an approach based on “scale, sustainability and impact” doesn’t always make sense. One size doesn’t fit all, and ICT4D warrants a new approach.

I’ve spent a lot of time over the past few weeks thinking about this. Despite the promise, there are still far more mobile pilots than fully fledged, long term projects. Far more failed and lost projects than successful, ongoing ones. And too many people assessing success or failure based on potentially flawed, misleading or irrelevant metrics.

In short, we need to acknowledge three new (hard) realities in our field:

  1. Not all projects will have business models
  2. Not all projects will be financially sustainable
  3. Not all projects will be able to measure impact

So, where does this leave us? Well, we can at least acknowledge that applying conventional entrepreneurship models to mobile-for-development might be decreasing rather than increasing our chances of success. That financial sustainability may or may not be possible. And that figuring out precise impact may or may not be realistic or achievable. “Failure” on these fronts does not make a bad project. If it did then there’s a very large number of bad projects out there.

For me, this “ongoing failure” more likely indicates a flawed model, and a bad way of measuring success. We need a new model, and one of our own. Because – as the advert reminds us – we’re worth it…

ICT, emergencies and conflicts

Following their recent examination of the mHealth landscape, the UN/Vodafone Foundation partnership today turned their attention to a new topic – New Technologies in Emergencies and Conflicts. The new study, available for download on the UN Foundation website, examines how authorities and humanitarian/aid organisations balance the opportunities and challenges of exploiting different technologies at key stages during the timeline of a crisis.

The report provides a useful overview of the topic, and gives a number of good examples of how social media tools are being deployed on the ground in emergency and crisis situations. The report also highlights a number of mobile-related tools and services – including FrontlineSMS and Souktel – and provides a number of examples of how Ushahidi has been deployed in trouble spots around the world.

Computer science, meet global development

What happens when you put computer scientists, user interface (UI) specialists, human-computer-interaction (HCI) designers and non-profit work together? You get ICT4D, surely? Well, maybe not as it turns out. I just spent the weekend trying to help figure out that very question at a gathering at UC Berkeley, where people from all backgrounds got together to discuss the role of computer science in global development.

I particularly enjoy workshops which bring together a mixture of people who might not ordinarily get together. On the one hand there were out-and-out computer scientists, techies and members of academia from universities all around the world, but on the other a range of people who occupy something of the middle ground. People such as Gary Marsden, Mike Best, Nathan Eagle, Kieron Sharpey-Shafer, Jonathan Jackson and others.

It was a fascinating two days. Here are a few thoughts on the tweets, tensions and takeaways from the event.

It became apparent early on that there were ‘tensions’ between high-tech implementations and a need for solutions to be ‘appropriate’, i.e. simple to adopt, use and maintain. It was noted that many computer scientists – given the choice – prefer to tackle problems that are more complex, but this didn’t mean that the end solution had to be.

One of the bigger obstacles was the lack of developing country experience among many computer science students and graduates, and this was seen as a major problem for the discipline. To be fair, this situation exists in the wider ICT4D and mobile fields, too. It was noted that some of the more interesting work originated from people with field experience, and that many computer science students soon realised that their earlier ideas were doomed to failure once they’d had a chance to visit the places where they hoped to implement.

A question that didn’t end up being asked openly, but one that Kieran whispered to me during a wider discussion. It turns out there are all sorts of loaded terms in ‘ICT4D’ – should it be ICT in development or ICT for development, for example, and how are we defining ICT and how are we defining development? This is one I’m happy to let others thrash out.

Anyone who knows me will know why I make that choice. There are too many organisations spending significant amounts of time trying to stay alive and relevant, and it detracts from where their real focus should be – impact on the ground. Many of the people I know in the NGO world have dedicated their lives to their work, and they’d gladly stuff envelopes or flip burgers to keep on track. As soon as funding and ‘ownership of a space’ become higher priorities than the work itself, alarm bells begin to ring.

One of the more fascinating people at the workshop was Anil Gupta, who runs the Honey Bee Network (an Indian version of AfriGadget, I guess). Anil gave an inspiring and passionate speech about the importance of grassroots innovators, and among many of the takeaways was his challenge to the proponents of scale. (If enough of us say it, maybe people will take notice).

Towards the end of a very productive two days, a topic which I expected to be deep and complex turned out to be deeper and more complex than even I expected. Just like a babysitter who hands the baby over at the end of the evening, I was grateful not to have to deal with some of these issues as I headed out the door. Sometimes it felt like there was never going to be an easy fit, but there were some very smart people in the room.

If anyone can work through these problems, they can.

The community conundrum. Continued…

Last week I was called up by a Researcher at Berkeley wanting me to take part in a survey. After a conference in February this year, intriguingly entitled “The UN Meets Silicon Valley“, a number of initiatives were now beginning to emerge (I was invited to the conference, but it didn’t really seem like my kind of thing, despite having had the pleasure of working with the organisation recently). Yes, the gathering was over eight months ago, but we are talking the UN here (I did say this wasn’t my kind of thing, didn’t I?). According to the official conference announcement:

The United Nations meets the Silicon Valley to explore how technology and industry can bolster development. Prominent members of industry, academia, and the venture capital community will take the stage alongside members of the Strategy Council of the Global Alliance for ICT and Development to discuss the partnership between the public and private sectors in the field of ICT and development

It turns out that one of the key outputs from the conference was a call for the creation of some kind of community website, where technology companies in the Valley could connect with the ICT4D community ‘out there’ and become a catalyst for great things. The research taking place now hopes to determine what this community might look like, how it might work, and what it might actually do. Although its aims may be admirable, the thought of yet another community drives me to despair. I’ll happily be proved wrong – I wasn’t obstructive and did make a number of suggestions during my 30 minute conversation with the Researcher – but I can’t help but wonder where our continued obsession with community lies and why it continues to be something we find so hard to crack.

I’m no expert, but I guess you can put online communities into at least two categories – those built around small, micro-specific interest areas – such as a ban on a particular product or company, or the running of a local sports club – and those at the opposite end of the spectrum, the macro-non-specific areas. There are probably millions of examples of the first category, but far fewer of the second. Facebook and MySpace are the two obvious global gorillas that spring to mind (interestingly, the Groups feature in Facebook quite likely provides the platform for many of the newer micro-specific groups, many of which are humorous in nature and seem to serve no specific purpose other than to be funny). When we look at building communities for the more serious ICT4D, or mobile-related communities, it does no harm to look at how the Facebook ecosystem works. Why, for example, has it proved relatively painless for me to attract over 850 members to the Social Mobile Group, a group I set up to tap into the wider interest in mobile phones beyond the activist and professional communities? What motivates people to join that group, rather than some of the others outside of Facebook (or even within Facebook, for that matter)? Tough questions.

For me, one of the key issues has always been one of motivation. You know, the “Why should I make the effort to register myself on this site?” conundrum. Very few sites have really cracked this because few have been able to effectively deconstruct this motivational puzzle. And even when people are convinced that it’s worth their while registering on a site, getting them active is another thing. After all, you may be able to lead someone to a community, but you can’t make them post. Maybe one key advantage of Facebook is that once you’re registered you can show your support for multiple causes or interest groups with a couple of simple mouse clicks. If the act of registering is the problem, how to we get around that? No registration equals no idea who the members are, and what kind of community is that? Or, is knowing who’s in a community a defining factor of that community?

My Facebook experiment has expanded recently with the creation of the FrontlineSMS Supporters Group. Within the next few months the main FrontlineSMS website will be re-launched with a range of new features for the growing family of FrontlineSMS users, and others interested in mobile use in developing countries. When it comes to building a true, active community around it though, I remain hesitant. But one thing’s for sure – I’ll continue watching what’s happening on Facebook. I’m sure the answer lies in there somewhere…
